Barangay Clustering: A Framework for Community Development and Land Use Planning

In 1995, the Municipality of Rosario, Batangas introduced a barangay clustering system to enhance community organization and ensure the effective delivery of social development projects. Spearheaded by the Office for Sustainable Development under the supervision of the Office of the Municipal Mayor, this initiative divided the municipality’s 48 barangays into eight clusters, each comprising six barangays [1].

The clustering system was modeled after the resolutions traditionally passed by the Sangguniang Bayan, which outline organizational plans following general elections to align with the new term of elected officials. Over time, the barangay cluster arrangement became a key component in shaping the municipality’s land use strategies and was formally integrated into the Comprehensive Land Use Plan (CLUP) of Rosario for the planning period 2000–2010. This framework has since served as a cornerstone for strategic land use planning, fostering collaboration among barangays and promoting sustainable development across the municipality [2].

The Local Disaster Risk Reduction and Management Plan (LDRRMP) 2023–2028 is the latest to adopt and apply this barangay cluster framework. The descriptive name of the cluster was updated by the Municipal Disaster Risk Reduction and Management Office Research and Planning Section to reflect the location of the major portion of the cluster relative to the Poblacion.
