A well-organized disaster risk reduction and management (DRRM) structure is the backbone of an effective and resilient local government unit (LGU). This component ensures the establishment of a functional Local DRRM Council (LDRRMC) in compliance with RA 10121, with clearly defined leadership, roles, and responsibilities. The LDRRMC meets regularly to discuss policies, assess risks, and make decisions that enhance community preparedness and response.
The Local DRRM Office (LDRRMO) serves as the executive arm of the council, ensuring that all DRRM programs, policies, and plans are implemented efficiently. This office is supported by a dedicated workforce, proper budget allocation, and adequate facilities, including a fully operational 24/7 DRRM Operations Center. The OpCen plays a crucial role in disaster monitoring, coordination, and emergency response activation.
To further enhance disaster preparedness, Local Emergency Response Teams (ERTs) are trained and equipped to handle emergencies, ensuring that LGUs have the capacity to respond effectively. Through proper governance, resource allocation, and trained personnel, this structured approach strengthens the LGU’s ability to anticipate, prepare for, and recover from disasters.
I. STRUCTURE
A. Established and Functional Local Disaster Risk Reduction and Management Council (LDRRMC)
