Building disaster resilience requires continuous capacity development across all aspects of disaster risk reduction and management (DRRM). The Competency component ensures that local government units (LGUs) are well-equipped to assess risks, maintain hazard maps, operate early warning systems, and implement preparedness and response strategies effectively.
This pillar focuses on risk assessment and mitigation, including the development of updated risk profiles and vulnerability maps to guide decision-making. It also highlights the operation of multi-hazard early warning systems to ensure timely alerts and response actions. Disaster preparedness is strengthened through planning and capacity-building initiatives, such as DRRM planning, contingency planning, and participation in training programs covering risk communication, emergency response, and post-disaster recovery.
Furthermore, disaster response and rehabilitation capabilities are enhanced through structured evacuation procedures, camp management, stockpiling of relief supplies, and the integration of gender and disability-inclusive measures. The LGU's ability to facilitate early recovery efforts is also a key focus, ensuring the implementation of rehabilitation and livelihood programs that promote long-term resilience.
